The goal of the Charter Commission is to draft a proposed charter which will provide a government structure that will encourage and facilitate improved planning, budgeting and policy making by the representative body elected by the citizens of Escambia County, ensure sound management of the resources and personnel employed by the county in a manner which will result in effective and efficient delivering of governmental services to the citizens of Escambia County, and afford the citizens opportunities for more involvement in local governmental decisions.

To reach this goal, the Charter Commission has established the following objectives:

(1) Become knowledgeable regarding the local governmental structure that
presently exists in Escambia County, and the manner in which governmental
services are delivered.

(2) Determine how the adoption of a charter could improve the existing local
governmental structure and the delivery of governmental services.

(3) Ascertain from the citizens of Escambia County the type provisions they desire
to have included in the charter.

(4) Reach a resolution on those provisions that need to be included in the charter to
achieve the aforestated goal.
